Some exciting new terraforming features are coming soon with Second Life v1.3. You can read about it on the Feature Updates page.

Since these features won't be in effect when we start to release new land, the new land will not be immediately terraformable. Once v1.3 releases, land sold as terraformable will be able to be modified with these new tools.
