More Tax Fixes

Some of you may have noticed that things didn't look quite right when you checked your account today. The fixes to the economy last week didn't all take, so we're going to take advantage of the downtime in the morning to squash this problem, hopefully for all time.

Most important, no one will be erroneously paying for other people's stuff. Most people will get more money as a result, and a few will see their account balance go down.
