bug: blank line at chat history bottom

Steps to reproduce the bug: Fill the chat history window with enough text so it starts scrolling.

Observed results: The bottom has a blank line and won't go away no matter how far down the vertical scrollbar handle is positioned.

Expected results: Chat history text should go all the way to the bottom.

Also, it would be nice if the timestamp was optionally hidden (but would show all line timestamps when toggled on).

This appears fixed (and undocumented) in SL 1.9.1.21.
