bug: light still emitted with 0 radius/falloff

Steps to reproduce the bug: Create a lit prim set to 1 intensity, 0 radius, 0 falloff.

Observed results: Light is emitted.

Expected results: 0-radius light should be the same as 0-intensity (or no/black light).

This is still not fixed (or acknowledged by LL).
