bug: full-bright toggle lags

Steps to reproduce the bug: Create a prim and set it to "full bright".

Observed results: The prim doesn't become fully bright right away and only changes if the camera zoom changes.

Expected results: Full-bright should happen immediately.

Not sure when this was fixed but it doesn't appear to happen anymore.
