bug: 1st preference change causes parcel audio to play

Steps to reproduce the bug: Start SL, do not change any preference until you are on land that has an audio stream (make sure it's stopped), and change a preference (and hit apply/save).

Observed results: The audio stream starts playing. Subsequent preference changes don't appear to affect it (i.e. turn off the audio stream or make it replay if turned off manually). This may happen with video streams too but I haven't tested it.

Expected results: Multimedia streams shouldn't play on first preference change in SL session.

THis a really annoying bug, happens in 1.9 aswell. And in versions before it, reported it a couple of times. :(

This one is in there for a while.
* Preferences > Network > clear cache > Apply starts parcel music stream
I made a bug report after i first saw this known issue, pointing out that happend with anything. If i remember correctly even not changing a thing and just pressing apply makes it happen.

I bugged reported it in 1.9.1.13 a couple of days ago and Milo reported Known Issue.
