Last build I was at least able to have shaders on with medium object and environment shaders (high was usually, but not always, greyed out--with either "all local lights" lighting detail options unselected anyway--which I can also no longer select this build). No change to my system has been made since last build (1.9.1.17).

Edit: unchecking/rechecking "shaders" made the other options available again. Weird. They automatically apply without having to hit the "Apply" button too. Not sure I like that or not...it makes sense but then the "Apply" button should be disabled if no change as been made to a preference setting.
