hi i live in japan but dont have a credit card issued by a japanese bank. i have a credit card from another country but i'm only allowed to send money through paypal...not receive.
is there any other way i can cash out?

Are you living in Japan a while?
Then you can find out Japanese paypal user who can receive money through paypal.
You send money to that person through paypal, and that person can give you Yen.
How about this? It looks it could work with you.
But I'm not sure this usage is an irregal or not.

Do you have a Japanese bank account? PayPal does not send money to your credit card......they send money to your bank account. When you request funds to be sent from you r account, they will ask for your bank information.......there should be no problem......what does PayPal say?
