in-house marketing question

As i understand it, LL pays what seems to be about 10% in referral fees. Do they also pay fees to residents who refer island purchases? If not, would this not be a way to create or increase the income earning potential of the SL residents?( 10% fee for island sale, and 10% residual income/mo from the tiered pricing costs). Will this strategy help LL create a new in-world marketing department that will be commision driven to perform?
