Simply read the instructions that pop out on the HUD everytime it chimes. These instructions are rigged so that it doesn't take a PhD to navigate through them, only a good comprehension of daily English.
Each pavilion in the OI has 4 separarte, simple tasks to accomplish. When all tasks in all pavilions are accomplished, the system will rez a 'passport' in the HUD that will tell you where to grab a link to get out of OI.
