is there a simple HUD that allows SL users to quickly ask questions of other users?

For example, if I saw a cool piece of furniture and I wanted to find out where I could get one of those or ask somebody to make something similar, what is the best way to achieve this?

Another type of question would be if I wanted to buy a sailboat and was looking for an agent, how could I pose this question to the right types of second life residents?

Are there other web sites or places where posts like this should happen?

For these sites, do they deliver their services via HUD or other in-world issues?

If you see something in SL that you like, right-click the item and select "Edit". Click the "More>>" button in the edit window to access the tabulators below if they aren't shown, go to the "General" tab and click the "Profile" button behind the creator name. If the creator runs a shop, you will likely find a teleport button to the location in either the "Picks" or "Classifieds" tab of their profile.

If you're looking for a sailboat, you could ask in the "Resident Answers" section if anyone can recommend a product or a related shop. Requests for custom work can be posted in "Products wanted"; if an agent should purchase it for you, "Employment Ops & Help Wanted" would possibly be the right forum. I'd personally search the classifieds within SL though, or places like www.slexchange.com.
