Help Islands v Mentor

I noticed that there are alot more help islands placed on the grid. What I ask is what is the active mentor ratio to maintain these islands? Is there a hidden "batch" of mentors to awsner questions there? Right now the public help island is limited on mentors. About 1-2 on avg. And with all the mentors in game were are they?

But anyways just felt like venting out start some good brain storming.
