The Bright Xmas tree is a simple, even minimalist, white glass shape, with a thin spiral of animated colour constantly twisting beneath a sheet of tiny white snowflakes.
Drag the "Bright Xmas Tree boxed" from your Inventory to the ground to rez it. Then right-click the box, and click "Open" in the circular menu which appears. A contents window will be displayed: click the "Copy To Inventory" button at the bottom.
This will create a "Bright Xmas Tree boxed" folder in your Inventory, in which you will find the "Bright Xmas Tree" object itself. Drag this to the ground to put up your tree: and put up as many as you like.
It is simply meant to look pretty. If anyone does click it, they will see the following message, if your name is (say) JEREMIAH COCONUTS...
