Here's a two step solution to that sinking feeling when hovering in Havok 4...

1) Upgrade to Flight Feather 1.7 (also incorporated in Argent's Dock 1.1).
2) Click on the feather and turn on the "Lo Anchor" option.

Flight feather will lock you in place when you're hovering, even if you're flying below the altitude it normally works at.

I've been testing this for the past two weeks and it works pretty well.

Now available at all my usual haunts, including Skyhook Station and the Coonspiracy stores.
