It's just like the ones you may have in your RL home, or remember from the home of your grandparents.
If you are the owner, and you touch the lamp, you'll get a menu that allows you to turn it On, turn it Off, or set it to Auto (turns on automatically at dusk, and off at dawn.)
It's simplicity itself to use, and because it's made of Sculpties, it only has six prims, so you can put out a pair of them, if you'd like.
