Built with the idea that it can be expanded with add on if needed. But, you will see you won't need to worry about that, if you don't want to.
The commercial version has modify/copy permissions. That's good if you want to start a resort or vacation spot. Just rez it right out of the box and it's all set up. Nothing else to do.
