I have some new balloon hats available in my store on Livingtree, and the mall booths at Inner Child (#134), Funky Town (across from the skate park there), and Just For Kids Kreations (#15). They all attach to the mouth, for the least interference with other things. They are also sold modify/transfer, so you can gift em or use em for prizes!
I also have all my hats in a bulk vendor on the wall of my store on Livingtree. If you have an event with a lotta avies expected, it's easy to get a buncha hats!
