Its based on 9 prim top hat: not only you can change the color of the whole hat (76 in all) , but also you may change the color of an accent ribbon on the base of a hat.
The combination can be over 400. (If my math is correct... )
For me, personally, bright funky colors are not my thing, however, this is SL. You can make one for yourself.
