I got this idea from an old game (Skies of Arcadia) and the new-est FF game (FFXII).
This RP would have to have a vast amount of land, and alot of prim allowance (Possibly up to three full sims.)
Two of these sims would be cities at war (Haven City, and Liberty) You could RP as: Sky Pirate, Head Hunter, Navy Member (military), Aviator (Citizen), and anything else anyone can think of.
The third sim would be for air traffic.
All of the RP would be in the sky, even the cities. You could buy your own ship (Not an Air Ship) But maybe an Ornithoper to start out with (motorized). But in the RP, you could not own a Air Ship unless you are a Sky Pirate Captian, or Sky Navy Admiral. The sim would supply all the ships, seven to start out (Three Sky Pirate Ships, four Sky Navy, two for each city.)
Each city would have an areodome for you to rez your ship, you CANNOT rez your ship anywhere else. To save on prim usage, once you land in the areodome, your ship derezes.
I don't know where I'm going with this, all of these are ideas really, I would just like to see a RP like this up and running. So with land, a building crew, and etc, who needs a RP idea, how about this?

I absolutely love airships. As such, Skies of Arcadia is one of my favorite games. In fact, I've been working on building a Delphinus class airship for some time now.
Here's an idea for having airship battles:
Instead of doing everything full scale, use small models to simulate ship-to-ship combat. In addition to cannons, equip the models with sensors which carefully record damage to various sections. Then transmit that data to a full scale ship where the role playing crew will be. The full scale ships could be scripted to respond to and mimic the damage the models sustain. Additionally, the bridge of the full scale ships would act as the remote controls for the models.
Using this method would mean you could have gigantic areas reserved for airship battles (and possibly some traffic as well) without needing too many sims. Depending on the scale you standardize the models at, you could contain it all within the upper airspace of a single sim.
In fact... you could create a whole overworld that way! Ships could go exploring in that area and when they dock, direct the crews to corresponding full sized areas crammed in to the lower areas of the sims.
One drawback though would be the visibility issues for the ships' helmsmen. If the full scale ships are stationed too far away from the model arena, the pilots might not be able to see their smaller counterparts. I don't know how far the avatar's camera can be detached via set camera commands... Although, this won't be an issue for small one-man vessels, as they could simply ride in the model (folded up).
