A physical volume detect object will only report collisions with physical objects, not non-physical objects. If this is the design intent, please let us know, although IMHO it's not a good behavior. I would much prefer if this reported collisions the same as non-volume detect physical objects. They also don't report land collisions, but I understand that's expected (why?).

Volume detect was introduced as a passive means for sensing the presence of an avatar. (correct me if I'm wrong) Everything else we get from it is a bonus.

I'd say you're wrong.
In 1.8 and all trough the versions before it in which this command was available, Volume Detection has worked for everything except, ofcourse, Phantom objects.
There is no practical reason to limit volume detection only to avatars or other Active physical objects. Ralph - i'd say that you've found a bug. Bug it from the Help -> Report Bug menu.

Correct me if I'm wrong, but wasn't this change (sometime in 1.7?) the thing that killed Jeffrey Gomez's Primmies?

I have reported this as a bug, but it's never been either rejected as correct behavior or acknowledged as a bug. It would be very useful if it worked exactly the same as for non-volume detect physical objects.
