someone buit a huge wall to block my view, and i want 2 know if it can be lowered. it is excessive and serves no purpose other than blocking the view of residents higher up the hill. I had a great view, paid too much for the land, and now i have nothing. what can be done???? is this 'Disturbing the Peace'?
