garbage piling up

Hi,
I dont know if anything can be done since my land isnt the one with the garbage on it, BUT the area is starting to look crappy sooo.............

The lot is owned by Gnugfur Pilote(who is never there) and is at Jeju 55,44. There is big ugly brown swirly thing hanging in the air, and a persian house up there too.

There is also some kind of aircraft sticking out of the landowners house...which actually protudes into another landowners property(who doesnt complain because he says nothing will be done). The point is though its starting to be quite an eyesore over there.

Can someone check on this?
