It looks like the land and water in Brilliant has moved up one meter.
All the objects are embeded in the ground and the boats are flooded.
The alternative is all the objects in the sim have shifted down a meter...

Hm.. looks like Brilliant has been given over to a group to do something with, possibly a class? Not sure what's up there, so I'm afraid I couldn't tell you -why- it's like that, only that it's likely to return to normal eventually. More later as I find out.
