The problem seems to be that if any of the ground textures haven't loaded, including the "base" textures that don't seem to be used normally, only the lowest level texture is shown. This is a poor default... either ignoring the fact that some textures haven't loaded and substituting an adjacent texture, or at least taking the average sim altitude and using that as the default, would be better.
But if that can't be done there's a "Land Management" type solution available:
Many of the sims where the "mud" ground texture are showing up are in the southern continent, and are high enough that no part of the sim is below the level where the lowest level texture will ever be seen.
If you can change the textures on these sims so that instead of having "mud" as the lowest texture, the grass from the next texture up can be put in that slot, then many of the people currently seeing "mud" will get grass instead. This is much preferable, and if LL can't fix the client they can at least alleviate the problem...
