Tree removal / Land adjustment

my building is right on the prop line and theres a tree on linden land beside a road that sways into my building is it possible to get moved and also if the land could be raised to the same lvl as the road or my land it would give access to the road. Hello herb. I was able to help with the trees, but the land here is already in its reverted state and will not be terraformed.
