Kissling waterways fallen to no autoreturn

I'm not sure when exactly it happened but the linden owned waterways around kissling have fallen to a non-autoreturn status, and there is beginning to be quite the collection of detrituous accumulating around them.

(kissling 126,255, and many others)

The land in Kissling (to my understanding) is -supposed- to be set with no auto return. Whenever they need a cleanup, that's when we come in and take care of it. I'm not sure about the specifics but that's what I've been told.

I did some cleaning up however, so thank you for letting me know.
