Want to Purchase Abandoned Land in Park

There's a plot of land at around Park 90, 23, 68 surrounded on 3 sides by my land which I would like to own. The previous owner let it accumulate trash, and didn't answer any IM's. Finally, I noticed the ownership had reverted to Governor Linden.

I would like very, very much to purchase this property, as it is directly south of my store, and surrounded by my land on 3 sides. How can I do this?
