Last night I was visiting a private island and they had a skybox that was way higher than any I've seen on the mainland. Do people who own islands get to play by different rules? And does that also apply if you own an entire sim on the mainland?

Hello Leyah. The build limit is 768m grid wide, islands and mainland. I have seen exception to this on occasion, but it is not intended behavior and I am honestly not sure how it happens.
