Question about a plot in Baedal

There is a 512m plot (Baedal 128,12 between my plots, that belongs to someone that does not even show in a search anymore. It has never been built on and sensors on my plots have not detected the owner in the last few months.

Can someone check to see if this individual (Refrus Birdbrain) is still current in his membership dues, and if not, put the plot up for sale or auction?

PS. Just wondering...Is there a mechanism in place to reclaim land owned by people who are no longer current in thier memberships?
