And not the "oh the sim is missing from the map, guess it hiccuped a bit" down. The sim still shows up on the map, but is an incaccesible block of water in game and on the mini map.

SLLM does not handle region performance issues. If a region is down, please contact an in world Liaison while the issue is underway.
