Please clean up stuff that´s sticking true my walls

Could you please clean up stuff that´s put on my neigbours land by a stranger.It´s sticking true my walls,but I can´t delete it.It´s not my neigbours stuff and I can´t get in contact with my neighbour,so she can´t clean it for me.
The stuff is at Bora 154,159,63 and Bora 150,159,64 and Bora 141,159,64
