Request for the Land Guru

I asked this back before the last upbreak, but once the chaos ensued I didn't expect any action on it. But now that things are back to normal (for a given value of "normal", I'll ask again:

There is a 16m parcel that is now Maintenance at 38,205 Cottonwood, sunk below the surrounding land, with a twirling ad hovering over it. This is at the corner of my land. I would like to aquire that parcel to "square off" my land - auction? purchase?. If nothing else, could you please level the land, and get rid of the twirly thing?
