Scafell becoming a trash heap

Hi there, I've been slowly watching Gov. Linden land in Scafell become a dump. There are scripted vehicles, flames, and a squatter or two there now. The sim is constantly having time dilation issues, and I don't know if they are related...probably not. Scafell has been my home since shortly after coming to SL, Please PLEASE PLEEEEZ help me clean it up?
