a question about protocol i guess

ok, suppose you own this land and a neighbor comes along and plants a row of trees a couple meters from the property line. your structure was already almost to the property line prior to this. you request that the neighbor move their trees back some, explaining that they are poking through your walls. the neighbor basically says that you shouldn't have built up so close to the property line (i.e., that it is not the neighbor's fault, but the offended persons fault). ok, the question is... is this a situation for Linden Land Management to move/remove the trees or does the offended person need to rebuild that section of their property so the trees no longer poke through--basically wasting say a 5-6m strip of land?
