Island gone missing.

I was on my way to one of favorite islands today and realized that it is no longer available. After talking to one of my friends, it has become apparent the owner of the island had not been making his tier payments.

What happens in this situation? Does the land re-appear once the tier payments are made again, or is there a time limit before the land goes up for sale?
