Welsh - single square of Philip Linden land?

In Welsh, there is a single square (16 sq.m.) of underwater land owned by Philip Linden, completely surrounded by user land.
Is this protected land? Maybe it was part of a bigger plot of protected waterway that got released in the pre-1.2 linden-land-releasing frenzy?

Thinking it's probably just an oversight Eggy and I'm definitely not up on the history of it. Most likely the parcel will stay in Linden hands, that much I can tell you at least!
