Possibly Abandoned land?

I own land which surrounds a 512M Plot at Shinsa 64,255, I have offered to buy this but the owner has never replied to IMs, I have never seen him here either. I wonder when you consider land abandoned and wether some of the trash that has built up could be cleared?
