Gov. Linden land in Sphinx, no auto-return.

There's a 16m2 Gov Linden owned area at 86,214 in Sphinx, surrounded on three sides to the West by water around land, both of which I own. Would it be possible to lower this 16m2 to default level and enable auto-return? Even better if I could buy this small area and take the 16m2 notch out of edge of my land
