Water Right of Way

Would like for you to put in a Protected zone on the waterway in Ocellata at 153, 117, 24. The owner of the otherside of the river bank has put a huge wall of earth up to block my friend from having access to the water. Would like to see a strip down the center of this waterway be made Linden right of way and Protected Zone
