How do I be like ansche or dreamlands?

I have bought some islands and I have read the island PDF. It says that an island can not be subdivided and transferred. So how are Ansche and Dreamlands managing to tell people they "own" land on their islands? And if people there actually own land, how can ansche and dreamlands repossess it if they default on tier.

The PDF is totally unclear on this.
