Unusable land at edge of world - entire east edge

I bought an edge of world parcel in Sand. I walked to the edge of it and dropped 35 meters or so to a ledge. The ledge extends along the entire eastern edge of the world as far as i can tell. I can modify it but not raise it to the level of the remainder of the parcel. Basically it is a 4x32m swath of useless land. Is there anything that can be done to fix it? What will happen when new parcels are created adjoining it? It seems unfair to be paying land use fees on the defective portion.

In my travels up and down it I saw lots of lost items - trees, boats, walls, and lost children. If you live on that edge of the world and are missing something hae a look over the edge.
