Neighbor's build overlapping

My neighbor at Deulchangil 119,83 has a partially done build that overlaps several plots of land that are mine. I IMed them a week ago asking them to move it, but no action has been taken. Can I get their build removed from my land? (Return objects does not work from any of my plots -- this is frustrating.)
