Snow Ways or Snowy wasteland?

It seems to me that linden land on some snowy sims (for instance Anton, the sim i live in) is really underdeveloped, expecially compared to other sims that benefit from roads, bridges, forests and so forth.
There are stripes of linden land that are completely empty (not even a single tree) that seem to be perfect for a road but are actually empty.
When i asked i have been told they are supposed to be "snow ways", but they really look like simple aesthetically bad pieces of wasteland, expecially if compared to the resident owned builds that surround them (and expecially when, like in the southernmost sims they are actually badly unfinished roads that end abrubtly into such "snow ways".
Wouldn't it be better to build some roads there? It would sure fit better with the resident owned builds and would give sims better looks.
