I want to buy land owned by Gov Linden

I own a piece of land that almost makes a nice rectangle except that Gov. Linden owns a 576m2 plot at one corner that prevents me from doing that. I have been waiting and waiting and waiting for it to go on sale or auction or whatever but it never seems to happpen.

He has owned it since Jul 23 which is almost 4 months and it is still vacant, not for sale or up for auction.

I am able to acquire that land without upping my tierage but HOW can I buy it? I check it every morning when I first log on and it is always the same.
