First land or abandoned

I have a plot of first land 512 sq meters beside my gaming plaza and mall and after many attempts i m not able to contact the owner whatsoever, the land is in cycnia 167,21,62 i think the person no longer comes into game and the land is abandoned, can this land be auctioned or i purchase it , please let me know
