bug (old): disabling (or increasing fog distance) causes clouds to stay lit

Steps to reproduce the bug: Remove clouds via the debug menu or increase the fog distance ratio in settings.ini to 10 (which should be allowable in the preferences dialog!), and look at the clouds as the light gets dark (set nighttime brightness all the way left--completely dark--to see it best).

Observed results: Clouds stay lit (glowing/prelit) instead of darkening when SL is dark.

Disabling fog entirely also (still) prevents the world background (sky?) color from changing.

Expected results: Clouds should go dark with everything else, unless they are hit with a separate light source, of course.

I've noticed that Linden Grass sometimes stays lit now until you select it or change groups.
