It's been noted before, in other forums, but after the 1.12 release I lost my ability as an estate manager to subdivide parcels. This makes it impossible for me to section off small portions of unallocated land to join with existing residents parcels, when they want to expand, and forces them to have to bug the sim owner for that service.
There is supposedly a group role that allows one to subdivide land. The sim owner set me to have that role last night, and it still didn't work.

This poses much, much more subtle and nasty problems. Let me just lay out a few that occur to me:
1. Imagine an estate in which the estate owner has become rather busy IRL and can't get into SL much. They delegate a few estate managers and wander off, setting their island payment to bill automatically. They don't want to actually transfer ownership of the island to an estate manager for whatever reason, ie the fact that it costs money to do so. Now, though, the estate managers have to summon them from the void every time a parcel needs to be split. Nasty.
2. Imagine a plot in a sim that's developed by a group of people (like almost any private sim). The plot is set to be owned by the group, so that its members can modify the options and return objects and all that fun stuff. Autoreturn is set on, and builders set their objects to group so as to avoid autoreturning. Say the plot needs to be subdivided. The estate owner can't even do this in 1.12, because they don't own the plot (right?). They reclaim the plot and go to subdivide it, but by then it's too late: they accidentally forgot to set autoreturn, and all of those group-set objects start getting returned!
I'm not completely sure #2 would happen without testing it, and I don't own an island, so I can't try it out, but I think this is a gotcha that could easily nail people who don't realize it could happen.

So has anyone heard if this is being addressed? It really is a pain. I own two islands (Enchanted & Escape), and my partner and co-owner, Megz Xevious, who has been an Estate Manager since the feature was available, can no longer subvivide land. I even removed her from the Estate Manager list and Added her back to no avail. Thanks Linden Gurus for fixing this as soon as possible!
