Credit where credit is due - over the last 24 hours the performance on my land has improved - less package dropped, better ping rate and I have been able to increase my maximum bandwidth a little with no noticable downside. Is this system wide?

Hard to say; just having the grid up for a number of consecutive hours seems an unusual blessing. SL has been through such a terrible two weeks ... plus the U.S. is on vacation .... I would not be surprised if the number of concurrent logins were running lower than usual. That might explain it.
