System can't tell which dialog has focus

On my system SL is still having trouble figuring out which interface element is on top and has the focus and that it shouldn't do things like display hover tips for interface elements that are covered up and don't have focus.

Yesterday I had the texture picker on top and in focus, I couldn't get the texture functions to work because the system was responding to the not-in-focus map displayed behind the texture picker.

Probably falls into the same bug as the one that drops the cursor focus to the menus (the Alt Key Bug).

I find it also does this with a variety of other HUD type tools. Sometimes 'sees' right through them. Havent figured out the why.
