Setting estate managers on more than one sim

I own 2 sims, both joined together. I was on sim 1 and added person X as estate manager selecting "this estate" as opposed to "all estates" I flew to sim 2 and lo and behold, person X was estate manager of sim 2 also. I remove person X as estate manager of sim 2 carefull, double, triple checking I select "this estate". I fly back to sim 1 and guess what????? Person X is no longer estate manager of sim1 WTF??

Has anyone else experienced this problem?

You're sure that the two sims are in different estates, right?

I assumed that each sim is it's own estate. Am I wrong in this?

An estate may have multiple regions in it, but each region can only be in 1 estate.

Concierge would know about when a single person is given one estate or multiple estates, I'm not sure of the answer to that.
